Building the Right Process—Before It Was Required

Beginning in 2011, we made significant changes to our application and hiring processes, including transitioning to an electronic I-9 system designed to improve accuracy, consistency, and documentation. These changes required company-wide effort and adjustment, but they laid the foundation for a stronger, more reliable hiring process.

Rather than reacting to external pressure, we chose to take a proactive approach—investing in technology, internal controls, and employee training to ensure our processes met the highest standards.

IMAGE Certification and What It Represents

As part of that long-term commitment, Arizona Labor Force voluntarily enrolled in the IMAGE (ICE Mutual Agreement between Government and Employers) program, a certification that recognizes employers who go beyond standard compliance requirements.

Participation in IMAGE includes:

  • Detailed documentation of hiring and verification procedures
  • Independent review of I-9 processes
  • Comprehensive audits of active employee records

Through this process, Arizona Labor Force successfully completed an audit of more than 17,000 active employees and earned IMAGE certification in 2014.
